How can pensioners submit their Jeevan Pramaan Patra online

The Digital Life Certificate (Jeevan Pramaan), a digital service with biometric support, is available for pensioners. They can generate DLC using the Aadhaar-enabled biometric authentication method instead of traveling to the disbursing agency office to produce a physical life certificate.
According to a circular issued by the Department of Pension and Pensioners’ Welfare on 30 September 2022, pensioners can submit the life certificate using the Doorstep Banking Alliance of 12 public sector banks or the Doorstep Service of the Department of Posts for submission of Digital Life Certificate. The following 6 methods can be used by a pensioner to submit an annual life certificate manually or digitally.

Through the Jeevan Pramaan portal, pensioners can submit their life certificates online. The Jeevan Pramaan application should be downloaded by the pensioner from the portal. The pensioner must also submit their fingerprints using UIDAI mandated equipment. An OTG cable can be used to connect a fingerprint device to a mobile phone. The Jeevan Pramaan portal has a list of UIDAI mandated devices.

The Department of Posts together with the Ministry of Electronics and Information Technology (Meity) launched the Doorstep Service for the submission of Digital Life Certificate by Postman in November 2020. To submit a life certificate with this facility, a pensioner will have to download the Postinfo App from Google Playstore.

In case a pensioner submits a life certificate form signed by a “designated officer”, personal appearance is not necessary. According to paragraph 14.3 of the CPAO issued Scheme Booklet, a pensioner who presents a life certificate in the required format and with the required signatures is excused from appearing in person. As per the CPAO Scheme Manual, a list of designated officials authorized to sign life certificates is enclosed as Annexure-I.
